Under occasional supervision, coordinates, and administers comprehensive financial activities of the Irmo Chapin Recreation Commission, ensuring efficient and effective management of the agency’s internal controls in the area(s) of accounts payable, accounts receivables, payroll, insurance, taxes, budgeting, reconciliations, maintaining accurate records throughout the year and assisting in the preparation of annual audits. This position requires frequent personal judgment and discretion and performs related administrative, supervisory, and professional work as required. Reports to the Finance Director.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Applies and supervises the application of the principles of accounting theory to update and maintain the accounting system, develops and recommends methods for recording and monitoring financial transactions and directs the preparation of financial reports.
Analyzes, prepares and distributes various financial and fiscal reports and statements on accounts for internal and external use. Communicates with agencies and bank representatives to resolve complex problems.
Ensures the accurate documentation of all financial transactions. Applies and supervises the application of the principles of accounting theory to alter and maintain an accounting system, develops methods for recording and monitoring financial transactions and directs the preparation of financial reports. Supervises the accounting and compliance activities of a major grants and contracts.
Develops budgetary forecasts based on reviews of programmatic needs and requirements, expenditure and funding trends and anticipated general economic changes.
Tests information contained in financial institution files for validity and accuracy.
Researches and analyzes all accounts for which primary responsibility has been assigned on a continuing basis.
Maintains fixed asset records and coordinates the placement of identification tags on new purchases as appropriate.
Prepares and/or processes various records and reports including payroll checks, accounts payable checks, quarterly reports, W2’s and 1099’s.
Ascertains specific financial items which need scrutiny in the examination of a company's records.Analyzes, prepares and distributes various financial and fiscal reports and statements on accounts for internal and external use.
Maintains a process that helps to ensures accurate documentation of financial transactions.
Supervises the accounting and compliance activities of grants and substantive contracts as requested and assigned by management.
Interacts and communicates with various groups and individuals including the Finance Director, co-workers, other department heads and employees, banking institutions, vendors, various outside agencies, and the general public as needed.
Receives, reviews and/or processes transactions concerning assimilation of payroll information, the processing of payroll changes, the distribution of payroll checks, the accounting control of payroll deductions, the recording of financial transactions, the balancing and reconciling of accounts, the verification of accounting documents and the preparation of summary financial statements. Use of highly automated integrated systems to record and process financial transactions.
Receives, reviews, and/or processes accounts payable records and performs related functions, including but not limited to processing purchase orders, processing invoices for payment, reconciling invoices to purchase orders, processing check and refund requests, preparing manual and computer-generated checks, maintaining check registers, etc.
Receives, reviews, and performs other accounts receivable functions, including but not limited to preparing and mailing billings for reimbursement from external agencies; receiving, receipting, and recording various monies collected; preparing receipts for bank deposits, reconciling activity to the general ledger, etc.
Receives, reviews, prepares and/or processes a variety of documents and reports, including but not limited to timesheets, invoices/purchase orders, bank/credit card statements, refunds, expense reports, check requests, tax forms and records, checks, check registers, balance sheets, deposit slips, computer-generated reports and spreadsheets, and various other records, reports, memos, general correspondence, etc.
Submit, review, and/or follow-up on ticket and support requests with vendors in place to provide payroll IT services, while coordinating with ICRC IT as necessary; use of highly automated integrated systems to record and process financial transactions; computer, printer, calculator, fax machine, telephone, copier, postage machine, etc.
Refers to policy and procedure manuals, computer manuals, etc.
Compiles and prepares data for journal entries; assists the Finance Director as needed.
ADDITIONAL JOB FUNCTIONS
Assists in providing responses to Freedom of Information Act requests.
Performs routine clerical tasks as required, including but not limited to preparing reports and correspondence, copying and filing documents, answering the telephone, sending and receiving faxes, entering and retrieving computer data, etc.
Performs related duties as required.
MINIMUM TRAINING AND EXPERIENCE
A bachelor's degree in accounting, finance, business or related field and three to five years of professional experience directly related, such as accounting, auditing, finance, or commercial lending or an equivalent and acceptable combination of education, training, and experience that provides the required knowledge, skills, and abilities.

Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, which involves the lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Knowledge of Job: Has thorough knowledge of the principles, practices, theories and terminology of accounting, banking, budgeting, financial management or investment as they pertain to the performance of duties of the Accountant.
