GENERAL STATEMENT OF JOB

Under occasional supervision, this role supports the management and maintenance of park facilities to ensure a safe, clean, and welcoming environment for visitors and staff. Responsibilities include some supervisory responsibilities, facilities oversight, trail and grounds maintenance, custodial duties, and basic building upkeep. The technician also interacts with park visitors to promote safety and enhance their experience. Reports to the Lead Park Ranger.

 

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

Opens, closes and patrols the park during hours of operation.

Meets and welcomes visitors upon their arrival.

Assists with the operation of the park by providing direction, guidance and support for part-time staff, upholds and enforces park rules and regulations with park customers, performs routine park patrol. 

Performs public relations activities for the park by the distribution of general park service information, selling day passes, provides customer service to the public, etc. 

Assists staff when needed in collecting and recording all parking and rental fees.

Monitors programs led by outside contractors / instructors, ensuring compliance with policies and expectations.

Inspects facilities, activities and operations, ensuring compliance with all applicable policies, procedures, regulations, and standards of quality and safety; takes appropriate steps to ensure the security and safety of all citizens that utilize assigned facilities; requests maintenance work as necessary.

Assists with agency programs and events as requested.

Receives and responds to public inquiries, requests for assistance and complaints regarding the park facilities and programs.

Receives, reviews, prepares and/or processes a variety of documents, including but not limited to work orders, gate and rental reports, purchase orders, contractor pay information, brochures, schedules, confirmation letters, inventory records, various other letters, records, reports, memos and correspondence.

Refers to the policy and procedure manuals, computer manuals, professional manuals, equipment manuals, safety manuals, field guides, Internet websites, magazines, newsletters, maps, etc.

Operates a vehicle, trailers, boats, gator, bicycle, passenger van, and a variety of equipment such as a computer, printer, calculator, copier, telephone, scanner, digital camera, two-way radio, etc.

Uses chain saw, mower, leaf blower, field supplies, safety gear, various hand and power tools, first aid supplies.

Interacts and communicates with various groups and individuals such as department personnel, civic / community organizations, environmental organizations, vendors, contractors, volunteers, program participants, teachers, parents, instructors from other agencies / businesses, part-time/seasonal staff, volunteers, park maintenance, and the general public.

Performs miscellaneous repairs and park improvements to include landscaping and grounds keeping. 

Performs routine building maintenance tasks and custodial duties, including minor plumbing and electrical repairs. Performs preventive maintenance on facilities and equipment. Keeps maintenance records.

Assists in planning and scheduling the Park’s maintenance program.

Practice and promote teamwork within the work unit/office, throughout the agency and with external agency stakeholders. Represents office as an active member on agency teams assigned throughout the year. 

 

ADDITIONAL JOB FUNCTIONS

Demonstrated experience with related machines, equipment, and tools including the ability to use a variety of long handle, manual and power tools and equipment. Ability to perform a wide-range of physical and manual tasks outdoors and under all weather conditions, including the ability to stand, kneel and bend frequently and for extended periods of time. Willingness and ability to work irregular hours, weekends, evenings, holidays or emergencies as required to respond to Parks, Trails and Forestry maintenance needs, including on-call for snow removal or tree related emergencies. 

Assists with front desk help at Welcome sites. 

Performs related duties as required.

 

MINIMUM TRAINING AND EXPERIENCE

Requires a high school diploma or GED equivalent supplemented by one to two years of experience in customer service, equipment operations, construction and/or facility/grounds maintenance, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.  Minimum one year experience working in landscape horticulture or related field that demonstrates knowledge of general horticulture and park maintenance practices. Must possess a valid state driver’s license.

 

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED

TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements:  Tasks involve the regular, and at times sustained, performance of moderately physically demanding work, typically involving some combination of climbing, balancing, stooping, kneeling, crouching and crawling, and the lifting, carrying, pushing and/or pulling of objects and materials of moderately heavy weight (up to 50 pounds).

Data Conception:  Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communications:  Requires the ability of speaking and/or signaling people to convey or exchange information.  Includes receiving assignments and/or direction from supervisor.

Language Ability:  Requires ability to read a variety of policy and procedure manuals, safety and equipment manuals, etc.  Requires the ability to prepare records with proper format.  Requires the ability to speak with and before others with poise, voice control and confidence.

Intelligence:  Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.  Requires the ability to learn and understand principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.  Must have the ability to comprehend and interpret received information.

Verbal Aptitude:  Requires the ability to record and deliver information, to follow verbal and written instructions. Must be able to communicate effectively and efficiently with persons of various ages, educational and cultural backgrounds.

Numerical Aptitude:  Requires the ability to add and subtract totals, to multiply and divide, to determine time. Must be able to use practical applications of fractions, percentages, ratio and proportion. 

Form/Spatial Aptitude:  Requires the ability to inspect items for proper length, width, and shape, and visually read various information.

Motor Coordination:  Requires the ability to coordinate hands and eyes using hand and power tools; to operate motor vehicles and light maintenance equipment.

Manual Dexterity:  Requires the ability to handle a variety of items, control knobs, buttons, switches, catches, tools, etc.  Must have significant levels of eye/hand/foot coordination.

Color Discrimination and Visual Acuity: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, night vision, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.

Interpersonal Temperament:  Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to danger or risk to a moderate degree.

Physical Communications:  Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing:  perceiving nature of sounds by ear).

 

PERFORMANCE INDICATORS

Knowledge of Job: Has thorough knowledge of the methods, procedures and policies of the Commission as they pertain to the performance of duties of the Park Technician. Has thorough knowledge of the organization of the Commission and of related departments and agencies. Has knowledge of pertinent Federal, State, and local laws, regulations, codes, ordinances, and guidelines; agency policies and procedures; basic principles and practices of facility and grounds maintenance; the use and safe operation of light maintenance equipment required to perform department functions; safety standards and practices for areas of responsibility; basic record-keeping techniques; basic arithmetic.  Is able to understand and apply pertinent regulations, policies, procedures, codes and ordinances; perform required maintenance work according to plans, specifications, and standards of quality and safety; understand and follow oral and written instructions; work as a team member in achieving work goals in a timely manner; plan, organize, and prioritize daily assignments and work activities; learn and utilize new skills and information to improve job performance and efficiency; communicate effectively both orally and in writing; prepare accurate and complete work and maintenance records; establish and maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation; operate equipment with safety; maintain assigned vehicles, equipment and tools; react calmly and quickly in emergency situations; and perform duties effectively despite exposure to temperature/weather extremes, humidity, machinery hazards, dusts, pollen, dirt, noise, electric currents, odors, fumes, vibrations, etc. Has comprehensive knowledge of the terminology and various professional languages used within the department.  Has knowledge of how to maintain effective relationships with personnel of other departments, professionals, and members of the public through contact and cooperation.
